The information services are provided through their extensive database collections and subject matter expert (SME) networks which includes retired senior military leaders, leading academic researchers, and industry executives.

A team of warranted Contracting Officers from The Air Force Installation Contracting Agency (AFICA/KD), located at Offutt Air Force Base, are dedicated to supporting the DoD IAC program.  AFICA/KD delivers full-spectrum contracting services to 500+ R&D customers from planning and solicitation to negotiation and award to administration and close-out.

The DoD IAC’s Customer Support Cell staff offer supportive, friendly customer service to all IAC customers.  A CSC team member will perform a walk-through of the process assist with developing Requirements Package documentation.

Preferred use of the DoD IAC Contracts memo signed 27 July 2018 by the Director, Denfese Pricing and Contracting and co-signed by Assistant Secretary of Defense for Research & Enginering, encourges Requiring Officers and Contracting Officers to use the IACs as best value vehicles to acquire services that fall within the applicable scope areas.

The DoD IAC has increased focus on and support of small businesses.  The DoD IAC BCOs; CSIAC, HDIAC, and DSIAC; are 100% small business set-asides.  Additionally, the IAC MAC increased the Small Business Set Aside threshold to $15M.

The DoD IAC facilitates the use of existing STI by locating and analyzing data, information, and tools that were used in the development of similar solutions.  As a result, DoD IAC customers maximize their budget by reducing unnecessary duplication of Research & Development efforts.

The DoD IAC established 22 Technical Focus Areas.  A Technical Focus Area is an area of research critical to the needs of the Department of Defense and greater S&T community.  Each of these 22 Technical Focus Areas is mapped to one of three corresponding primary domain areas: Defense Systems, Cyber-Security and Information Systems, and Homeland Defense and Security.

The DoD IAC focuses on innovation through a technical approach that ensures new research gets a head start by building on past experience.

Task Orders can be fixed price or cost reimbursable, vary in length from less than a year to five years, from a few thousand dollars to over $100 million, allow work at Classified and Unclassified security clearance levels, and perform work in CONUS and OCONUS. Additionally, BCO Task Orders can be awarded in as little as 4 months, and IAC MAC Task Orders can be awarded in as little as 7 months.  Our 1.0% Customer Shared Direct Cost (CSDC) for fully assisted acquisition is lower than the industry average of 3-5% across other contract vehicles.

Each DoD IAC BCO website has been designed to foster and support a Community of practice (CoP) by providing a combination of technical content (reports, resources and related STI) and social networking functionality that allows practitioners to directly communicate with one another on a variety of topics relevant to one or more Technical Focus Areas.  The actual community is comprised of BCO staff members, team members, the wider-reaching network of Subject Matter Experts (SMEs) as well as the BCO’s registered users. The websites allow users to start new discussions, comment on specific documents and resources, and pose questions and/or opinions to an entire community of practitioners.

Includes a group of well-established small businesses, research and development (R&D) laboratories, and academic institutions that have a long record of accomplishments in R&D and support of the DoD IAC.

IACs continue to adapt by continually assessing emerging technologies and trends and consider additional technical domains that better serve the needs of a growing community of customers.

The IAC BCOs provide up to four free hours of information services, including literature searches, product/document requests and analysis within their focus areas.
