AGILE & SCALABLE CONTRACTING

These services are a role model for fast, flexible, and low cost contracting that support R&D efforts of varying size and scope across the DoD IAC’s 22 Technical Focus Areas
IAC MAC Task Order
Supports high-dollar R&D projects that provide studies, complex analysis, engineering and technical services.
BCO Task Order
Designed to support R&D studies & analysis or prototyping requirements that are less than $1M and can be completed in 12 months or less.
These services support all military Services, Combatant Commands, DoD Agencies, and Federal Government partners.
IAC MAC TASK ORDER OVERVIEW
Scope:
- Operational RDT&E services and other R&D-related analytical services
- Provides advanced research and analysis to the DoD Research, Development, Test, and Evaluation (RDT&E) and Acquisition communities
- Broad technical domain Technical Focus Areas
- Level of research and analysis is above and beyond a BCO Core Analysis Task Order
- Fast, flexible, and low cost
- Incremental Funding for severable orders
- Up to Five year (60 month) period of performance
- No minimum or maximum ceiling
- Allows for all contract types, including hybrids (CPFF, FFP, FFP-LOE)
- Classified and Unclassified services (Up to Top Secret (compartmented and collateral))
- CONUS and OCONUS Requirements (Including in-theater and contingency operations areas)
- Compliance with Federal Government laws and regulations for small business contracting
- Primarily Tradeoff method for source selection
- Flexible terms to allow adding new teaming partners at the TO level

The FY 2019 customer shared direct cost (CSDC) rate is 1.0%. DTIC’s CSDC is assessed each year by the IAC Reimbursable Review Board in consultation with general counsel and the OUSD comptroller and will be adjusted annually; as such, the CSDC rate may fluctuate during the course of the delivery order. At no time should it be expected that the CSDC is 0% for the life of the project. The customer shared direct cost (CSDC) is not a fee paid to DTIC. CSDC is the additional amount paid by customers for MIPR processing and accounting support, contracting office support, and program management support directly related to supporting customer-funded efforts (IAC MAC Task Orders and BCO Task Orders). CSDC is used to pay for the direct costs associated with running the IAC program and does not include any indirect costs. Funding going on contract for IAC MAC Task Orders and BCO Task Orders may be accepted as direct cite or reimbursable however, the CSDC must always be accepted as reimbursable. CSDC is earned by DTIC to cover the costs of processing customer orders. Once earned and collected, CSDC will not be returned, even if the order is eventually cancelled by the customer.
MIPRs submitted to DTIC should contain two line items in section 7b:
- IAC MAC Task Order or BCO Task Order funding. This is the amount of funding that will be placed on contract and used by the contractor to perform the tasks in the performance work statement.
- CSDC funding. This is a percentage of the amount of funding that will be placed on contract. This percentage amount is paid to DTIC to cover the costs of processing customer orders.
When calculating the CSDC, multiply the amount of funding that will be placed on contract (whole dollars only, no cents) by 0.01.
For example:
  $150,000.00 to be added to the contract task order;
Multiply 150,000 by 0.01 = 1,500
$1,500.00 is the CSDC amount
Add 1,500.00 and 150,000.00 for a MIPR total of $151,500.00
$150,000.00 - Funds on task order for IAC support
$1,500.00 - CSDC of 1.0%
$151,500.00 - Total on MIPR
BCO TASK ORDER OVERVIEW
Scope:
A BCO Task Order may be initiated to acquire a scientific or technical analysis effort or associated technology. All BCO Task Orders must have an analytical component and generate new useable scientific and technical information (STI) or other knowledge. The following criteria shall be met:

Be within the technical scope/mission of the BCO. |

Produce new experimental data, scientific and/or technical knowledge or expertise not otherwise or previously available to the IAC or to the R&D, Acquisition, or Warfighter communities to be leveraged by all DoD and other government agency components. |

Benefit the Government based on the technical/technologist expertise available at the IAC. |
